Dual-use means a bag of cement can be a house or a tunnel. A pipe can carry water or form a rocket body. Israel says it inspects because Hamas has used goods for both purposes for years.
Israel describes slow inspection as a security measure, not a famine policy. In its account it is the last stage of a war against an armed group that takes aid and builds under hospitals.
